Mental Treatment (Detention in Approved Institutions) Bill, 1961— First Stage.

Leave granted to introduce a Bill entitled an Act to make provision with respect to certain persons detained in approved institutions.—
(Minister for Health.)

I am in the hands of the House in that regard. This Bill is a matter of urgency and if the House could see its way to give me the Second Stage now or, perhaps, hear me on the Second Stage and then decide whether to agree or adjourn the debate until later in the evening, I should be glad.

In the special circumstances outlined by the Minister in a personal communication to Deputy O'Higgins and myself we are prepared to take the Second Stage today.

Second Stage ordered for later to-day.
