asked the Minister for Education whether he will review the present means test scheme for free school books with a view to ensuring that books are available to all who need them.

I would refer the Deputy to the reply given to a similar question on Tuesday last. There is no formal means test applied in the scheme for free school books.
Under the free books scheme there is a regulation which allows for books to be retained by school managers. Therefore, would the Minister not take some steps to encourage the retention of books in a school with a view to building up a library so that in time all the pupils attending the school will have available to them a comprehensive library?
I assume this relates to textbooks.
