asked the Minister for the Environment in respect of which proposed new local authority housing schemes he has issued instructions to Local Authorities not to enter into contracts.

Presumably the Deputy is referring to an instruction, issued towards the end of March to a number of local authorities, not to enter into contracts for specified housing schemes pending further notification from the Department following a review of the financial provisions for the 1987 housing construction programme. The authorities concerned have since been notified that the schemes in question may proceed.
