Merging Property, Mapping and Valuation State Agencies – Tailte Éireann

This L&RS Note aims to provide Members with an overview of the establishment of a new state agency, Tailte Éireann. Tailte Éireann is to be formed by merging three existing state agencies: Ordnance Survey Ireland, the Property Registration Authority of Ireland and the Valuation Office.  This L&RS Note examines
the financial information available in relation to the three merging agencies; and
the approach of countries that have merged their respective property, mapping and land registration agencies
The proposed establishment of Tailte Éireann is part of the agency rationalisation programme under the Government’s Public Sector

Charities and Regulation in Ireland

This L&RS Note aims to provide Members with a concise overview of some key elements of the charities sector in Ireland. The Charities Act 2009 established the Charities Regulatory Authority (CRA).  Under the Act, the CRA is charged with maintaining a register of charities, obtaining annual reports from charities, providing charity services and investigation/enforcement of compliance standards. The CRA and the register of charities have been established; the CRA’s powers of investigation, and changes for fundraising have not yet been commenced.

Burglary and the Law

This L&RS Note aims to provide Members with a concise overview of the offence of burglary in Irish law, particularly in light of changes proposed in relation to bail and sentencing under the recently published General Scheme of the Criminal Justice (Burglary of Dwellings) bill 2015.
It also gives a brief synopsis of the law in relation to the concept of ‘defence of the dwelling’, how this law has developed, and where it currently stands.

Overview of the system of Direct Provision in Ireland

This L&RS Note aims to provide Members with a concise overview of some key elements of the system of direct provision, which provides accommodation, food and a small weekly allowance for asylum seekers while their claims for refugee status are being processed. The system is fifteen years old this year, and throughout that time has been subject to substantial debate.  A Working Group to examine improvements to the protection process, including the direct provision system, was established in October 2014 and its Report is expected imminently.
