Justice & Equality Committee to consider functioning of Dept of Justice & Equality

The Committee on Justice and Equality will consider issues in relation to the functioning of the Department of Justice and Equality when it hears from Oonagh McPhillips, Deputy Secretary General of the Department tomorrow, Wednesday, 6 December 2017.

The agenda for the meeting is:

(i)Matters relating to O’Higgins Commission and role of Department of Justice and Equality.
(ii) Proposal for the creation of an external enquiry into the functioning of the Department of Justice and Equality; and
(iii) Related matters.
[Ms. Oonagh McPhillips, Deputy Secretary General, Department of Justice and Equality]

Caoimhghín Ó Caoláin, Chairman of the Committee, said: “Concern has been expressed in recent weeks over the functioning of the Department of Justice and Equality. The delay in disclosing emails indicating the ‘aggressive’ approach by the Garda Síochána towards Sergeant Maurice McCabe during the 2015 hearings of the O’Higgins Commission which was investigating alleged Garda malpractice in the Cavan-Monaghan division was not only an issue of serious concern, but also raises questions over the role of the Department in relation to the O’Higgins Commission.  The Committee will be keen to discuss this in further detail with the Deputy Secretary General. Also on our agenda is the proposed creation of external enquiry into the functioning of the Department which was announced by the Taoiseach last week. It is important that any review looks at the organisation, structures and also the culture of the Department to ensure it operates with transparency and adequate oversight.”

This meeting will start in Committee Room 2 at 9am on Wednesday, 6 December 2017.
