Revised Arrangements for Business and Business Schedule for Tuesday 5 to Thursday 8 July 2016

Announcement of Business for the Week:

Today’s business shall be motions on:

Today’s business shall be motions on:
11. Financial Resolution for the Paternity Leave and Benefit Bill 2016;
12. Technical amendment of Terms of Reference of the Committee of Public Accounts;
13. Terms of Reference of the Joint Committee on European Union Affairs;
14. Referral of Government Bills to Select Committee; and
15. Referral of Private Members’ Bills to Select Committee.

Government business shall be: Item 22, Post European Council Statements while the Private Members’ Business shall be Second Stage of Item 28, the Banded Hours Contract Bill 2016 by Sinn Féin.

Tomorrow, the first item of business shall be the Selection of a Candidate for Leas-Cheann Comhairle. Government business shall be Item 16, a Motion re: Section 44 of the Criminal Justice Act 1994 and Item 5 - Second Stage of the Misuse of Drugs (Amendment) Bill 2016. Private Members’ Business shall be Item 87, a motion on Rural Broadband by the Rural Independent Group.

Thursday’s business has two motions: firstly - Election of the Leas-Cheann Comhairle, and Item 27 - Estimates back from Committees. Government business shall be Item 5, Second Stage of the Misuse of Drugs (Amendment) Bill 2016 and Item 17, the Report of the Committee on Housing and Homelessness will be taken in the afternoon slot.

Friday’s business shall be Item 10, Second Stage of the Commission of Investigation (IBRC) Bill 2016 and Item 22b, Statements re: FEMPI.

Announcement of Proposed Arrangements for this week’s business:

In relation to today’s business there are 4 proposals.
(1) that the Dáil shall sit late and will adjourn on the conclusion of Private Members’ Business;
(2) in relation to the Motions, Items 11 - 15, they shall be taken without debate and any division demanded on those motions will be taken immediately;
(3) Item 22 shall commence immediately after Taoiseach’s Questions and will be followed by Question Time. It will conclude after 2 hour and 25 minutes if not previously concluded. The Minister or Minister or State and the main spokespersons will have 15 minutes each, a Minister or Minister of State shall then take questions for a period not exceeding 20 minutes and there will be a 5 minute response from a Minister or Minister of State and all members may share time; and
(4) the fourth proposal relates to Item 28 which shall be taken immediately after Topical Issues and shall be brought to a conclusion (if not previously concluded) after 2 hours.

In relation to tomorrow’s business there are 3 proposals. It is proposed that:
(1) the Dáil shall sit at 10 a.m.;
(2) on the conclusion of the secret ballot for the Leas-Cheann Comhairle, the sitting will suspend until 12 noon; and
(3) Item 16 shall conclude within 1 hour if not previously concluded, and the Minister and the main spokespersons will have 5 minutes each, all other members will have 5 minutes each, there will be a 5 minute response from Minister or Minister of State and all members may share time.

In relation to Thursday’s business, there are 6 proposals. It is proposed that:
(1) the Dáil shall sit late and adjourn after the debate on Item 17;
(2) any division demanded on the election of a candidate for Leas-Cheann Comhairle shall be taken immediately;
(3) Item 27 shall be taken immediately after Questions on Promised Legislation, the Estimates shall be moved together and decided without debate by one question, and any division demanded shall be taken immediately;
(4) Item 5 shall take place immediately after Voting Time to adjourn at 5.30 p.m. if not previously concluded;
(5) Question Time shall take place at 5.30 p.m. or on the conclusion of Item 5, whichever is earlier, and
(6) Item 17 shall be taken for 2 hours this week and 2 hours next week in this slot. 2
(7) For tomorrow, the addition of Motions Item no.s 16a and 16b, the Motion re: Appointment of ordinary members of the Houses of the Oireachtas Commission, and the Motion re. the Third Report of the Committee of Selection and Appointment of Chairs, will be taken without debate immediately after the Revised Estimates;
(8) Item no. 16c, the Motion re: Ibrahim Halawa, will be taken immediately following Voting Time, to conclude after one hour, and the following arrangements will apply: a Minister or Minister of State and the main spokespersons for the parties or technical groups will have 5 minutes each, all other members will have 5 minutes each, there will be a 5 minute response from Minister or Minister of State, and all members may share time;
(9) The Motion re: Ibrahim Halawa will be followed immediately by the resumed second stage of the Misuse of Drugs (Amendment) Bill 2016, which shall adjourn, if not previously concluded, at 6.30 p.m., to be followed by Question Time; and
(10) The Dáil shall sit until 10.48 p.m. or on the adjournment of the debate on Item 17, Report of the Committee on Housing and Homelessness, whichever is the sooner.

In relation to Friday’s business, there are 3 proposals. It is proposed that:

(1) the Dáil shall sit at 10.30 am and shall adjourn on the conclusion of Item 22b or at 5.30 pm, whichever is the earlier;
(2) Item 10 shall adjourn not later than 3.30 pm, if not previously concluded, and any division demanded thereon shall be taken next Tuesday after the Order of Business; and
(3) Item 22b shall be taken on the conclusion of Second Stage of Item 10 or at 3.30 pm, which is the earlier, and the following arrangements shall apply: Minister and the main spokespersons will have 15 minutes each, all other members will have 5 minutes each, there will be a 5 minute response from Minister or Minister of State and all members may share time.
