Déanfar díospóireacht ar an Dara Céim de Mhír 24, an Bille um Dhlínse Uilechoiteann do Chearta an Duine, 2015, le linn an tseala um thráthnóna.

Maidir le gnó na Máirt beartaítear:
(1)  I ndáil leis an Tairiscint maidir le Coimisiún Imscrúdúcháin (Cás Grace), go mbeidh gach óráid d’óráidí an tairgtheora Rialtais agus na bpríomhurlabhraithe páirtithe nó grúpaí, nó comhalta a ainmneofar ina n-ionad, 10 nóiméad i bhfad; go mbeidh 5 nóiméad an duine ag gach comhalta eile, go dtabharfaidh Aire nó Aire Stáit freagra 5 nóiméad agus go bhféadfaidh gach comhalta am a roinnt; agus
(2)  Go ndéanfar Mír , an Bille um Chosaint na Beatha le linn Toirchis (Leasú), 2017, a thabhairt chun críche ar 10.00 p.m.

Maidir le gnó na Céadaoin, beartaítear:
1. I gcás nach ndéanfar an Tairiscint maidir le Coimisiún Imscrúdúcháin a thabhairt chun críche ar an Máirt, go suífidh an Dáil ar 10.00 a.m. chun athchromadh ar imeachtaí ar an Tairiscint agus go ndéanfar iad a thabhairt chun críche ar 12.00 p.m. mura mbeidh siad críochnaithe roimhe sin. Má thugtar an Tairiscint chun críche roimh 12.00 p.m., rachaidh an Teach ar fionraí go dtí 12.00 p.m. agus tosóidh Ceisteanna ó Cheannairí ar 12.00 p.m.; agus
2. Go dtosóidh Ráitis roimh an gComhairle Eorpach go díreach tar éis Ceisteanna chun an Taoisigh agus go mbeidh Ceisteanna chun an Aire Sláinte ina ndiaidh. Déanfar na Ráitis a thabhairt chun críche tar éis 85 nóiméad agus ní dhéanfaidh ach Aire nó Aire Stáit agus na príomhurlabhraithe páirtithe nó grúpaí, nó comhalta a ainmneofar ina n-ionad, Óráidí a thabhairt agus ní rachaidh gach óráid díobh thar 10 nóiméad, agus tabharfaidh Aire nó Aire Stáit freagra 5 nóiméad agus féadfaidh gach comhalta am a roinnt.

Maidir le gnó an Déardaoin, beartaítear:
1. Go suífidh an Dáil ar 10.00 a.m. chun Ráitis a thógáil maidir le Fógra an Choimisiúin Imscrúdúcháin a dhearbhaigh go bhfuil Taisí Daonna ar Shuíomh iarÁras Máithreacha agus Naíonán Thuama. Má thugtar na Ráitis chun críche roimh 12.00 p.m., rachaidh an Teach ar fionraí go dtí 12.00 p.m. agus tosóidh Ceisteanna ó Cheannairí ar 12.00 p.m. Cuirfear an suí ar fionraí ar feadh 30 nóiméad tar éis an Bhloic Vótála agus tógfar Ceisteanna chun an Aire Talmhaíochta, Bia agus Mara ar 4.00 p.m.
2.  Go mbeidh Ráiteas Aire nó Aire Stáit agus príomhurlabhraithe páirtithe agus grúpaí, nó comhalta a ainmneofar ina n-ionad, maidir le Fógra an Choimisiúin Imscrúdúcháin a dhearbhaigh go bhfuil Taisí Daonna ar Shuíomh iarÁras Máithreacha agus Naíonán Thuama, 10 nóiméad i bhfad. Déanfar babhta eile 40 nóiméad san iomlán do chomhaltaí den Rialtas, Fianna Fáil agus Sinn Féin a roinnt go comhréireach ar bhonn 40/40/20, faoi seach, agus féadfaidh gach comhalta am a roinnt.
3.  Go suífidh an Dáil níos déanaí ná 7.48 p.m. agus go rachaidh an Dáil ar athló i ndiaidh an Bhille um Dhlínse Uilechoiteann do Chearta an Duine, 2015 go dtí 2.00 p.m. Dé Máirt, an 21 Márta 2017.

Announcement of Business for the Week:
Tuesday’s business shall be Item a4, Motion re. Commission of Investigation (Grace case). Private Members’ Business shall be Second Stage of Item 22, Protection of Life During Pregnancy (Amendment) Bill 2017, selected by the AAA-PBP.

Wednesday’s business shall be Item a4, Motion re. Commission of Investigation (Grace case) (resumed); Item 9, Pre-European Council Statements; Item 2, Health (Amendment) Bill 2017 – Order for Second Stage and Second Stage; Item 10, Criminal Justice (Suspended Sentences of Imprisonment) Bill 2016 [Seanad] – Order for Report, Report and Final Stages; Item 11, Criminal Justice (Offences Relating to Information Systems) Bill 2016 – Order for Report, Report and Final Stages; and Item 12, Misuse of Drugs (Supervised Injecting Facilities) Bill 2017 – Second Stage resumed. Private Members’ Business shall be Second Stage of Item 92, Motion re. National Educational Psychological Service (NEPS), selected by Fianna Fáil.

Thursday’s business shall be Item 13, Statements on the Announcement by the Commission of Investigation confirming Human Remains on the Site of the former Tuam Mother and Baby home; Item 2, Health (Amendment) Bill 2017 – Second Stage resumed and Item 12, Misuse of Drugs (Supervised Injecting Facilities) Bill 2017 – Second Stage resumed. Second Stage of Item 24, Universal Jurisdiction of Human Rights Bill 2015, will be debated in the evening slot.

Announcement of Proposed Arrangements for this week’s business:
In relation to Tuesday’s business, it is proposed that:
(1) Motion re. Commission of Investigation (Grace case), the speeches of the Government proposer and the main spokespersons for parties or groups, or a member nominated in their stead shall be 10 minutes each; all other member shall have 5 minutes each, there shall be a 5 minute response from a Minister or Minister of State and all members may share time; and
(2) Protection of Life During Pregnancy (Amendment) Bill 2017, shall be brought to a conclusion at 10.00 p.m.

In relation to Wednesday’s business, it is proposed that:

1. In the event that the Motion re. Commission of Investigation does not conclude on Tuesday, the Dáil shall sit at 10.00 a.m. to resume proceedings on the Motion which shall be brought to a conclusion at 12.00 p.m., if not previously concluded.  If the Motion concludes before 12.00 p.m., the House shall suspend until 12.00 p.m. and Leaders’ Questions shall commence at 12.00 p.m.; and
2. Pre-European Council Statements will commence immediately after Taoiseach’s Questions and be followed by Questions to the Minister for Health. The Statements will be brought to a conclusion after 85 minutes and the Speeches shall be confined to a Minister or Minister of State and the main spokespersons for parties or groups, or a member nominated in their stead and shall not exceed 10 minutes each with a 5 minute response from the Minister or Minister of State and all members may share time.

In relation to Thursday’s business, it is proposed that:
1. The Dáil shall sit at 10.00 a.m. to take Statements on the Announcement by the Commission of Investigation confirming Human Remains on the Site of the former Tuam Mother and Baby home. If the Statements conclude before 12.00 p.m., the House shall suspend until 12.00 p.m. and Leaders’ Questions shall commence at 12.00 p.m. The sitting shall suspend after the Voting Block for 30 minutes and Questions to the Minister for Agriculture, Food and the Marine will take place at 4.00 p.m.
2. The Statement on the Announcement by the Commission of Investigation confirming Human Remains on the Site of the former Tuam Mother and Baby home of a Minister or Minister of State and the main spokespersons for parties and groups, or a member nominated in their stead, shall be 10 minutes each. A second round of 40 minutes in total for members of the Government, Fianna Fáil and Sinn Féin shall be divided proportionally on a 40/40/20 basis respectively and all members may share time.
3. The Dáil shall sit later than 7.48 p.m. and shall adjourn following the Universal Jurisdiction of Human Rights Bill 2015 until 2.00 p.m. on Tuesday 21 March 2017.
