|Parliamentary Webcasting Video Clip creation tool|
This simple on-line service enables you to create video clips of Dáil, Seanad, and committee meetings.
Recordings are available on-line within a few days of the meeting.
To create a video clip, all that you have to do is to enter the following information in the fields above and click on "Create link".
Channel: Select one of Dáil, Seanad, Committee Room #1, Committee Room #2, Committee Room #3, or Committee Room #4.
Date: Select the date of the meeting .
Start time: Enter the start time in hours : minutes : seconds.
For recordings prior to 10 May 2010, and from 29 September - 14 October 2010, set the start time to 9.00. This will create a link to the start of that day's recording, either 10.30 or 14.30. The reason is because these files were extracted from the television archive without the filler from 9.00 to the start time of the day's proceedings. There were some issues with the start time of the recording from 19 - 28 October 2010.Duration: Set the length of your video clip (optional)

Rules of Coverage
Please note that use of Webcasts and broadcasts of the Houses and Parliamentary Committees must be in accordance with the Standing Orders of both Houses and the Rules of Coverage of the Joint Committee on Broadcasting and Parliamentary Information, in particular: "... that recordings or extracts of the proceedings shall not be used in programmes of light entertainment, political satire, party political broadcasts or in any form of advertising or publicity, other than in the form of news and current affairs programme trailers...".
The Dáil and Seanad Webcasting and MPEG4 IPTV services are provided in association with HEAnet, Ireland's National Education and Research network, a not for profit company established by the universities and the Higher Education Authority.
Alternative Tool: For advanced users an alternative video clip tool is available here which uses the elapsed time counting from the beginning of the day's recording. The start time of the recording is usually but not always 09.00. The Houses usually sit at 14.00 on Tuesdays and 10.00 on Wednesdays and Thursdays. This means that the start time in this tool will usually be 5.30 on Tuesdays and 1.30 on Wednesdays and Thursdays.
