11. Subject to rules made under this Decree it shall be lawful for the party to any proceeding before the Land Commission or any Sub-Commission, or with the leave of such Commission or Sub-Commission, for the father or husband of such party or for a professional or lay advocate to appear and address such Commission or Sub-Commission and conduct the case subject to such rules and regulations as may be from time to time prescribed.
