ACTING-PRESIDENT'S OPENING STATEMENT. - NEGOTIATIONS WITH THE ENEMY.

THE ACTING PRESIDENT referred to statements appearing in the Press as to negotiations with the English Government or offers to negotiate. These statements were altogether without foundation. There had been no negotiations. If the English Government offered to settle the Irish "Question," the Dáil was the only body competent to deal with any such offer.
