DEPARTMENT OF AGRICULTURE, NATIONAL LAND COMMISSION. - Annual Report by Land Commission.

13. The Land Commission shall twice in every year from the date of the commencement of this Decree make a formal report to the Minister for Agriculture as to the proceedings under this Decree, and every such report shall be duly presented by him to An Dáil.
14. The Land Commission shall from time to time, as the Minister of Finance may direct, prepare accounts of its receipts and expenditure, and such accounts shall, within six months after the expiration of the year to which the accounts relate, be audited, certified and reported upon, and the accounts, with the reports of the Auditor-General thereon, shall be laid before An Dáil not later than 3 months after the date on which they were transmitted for audit if An Dáil be then sitting, and if not sitting, within 14 days after An Dáil next assembles.
T. MACSUIBHNE (Cork Mid) seconded the motion.
A. MACCABE (Sligo South) suggested that provision should be made in the draft decree for the removal of Commissioners by the Dáil and for including the distribution of land amongst the purposes of the Commission.
The SUBSTITUTE DIRECTOR accepted these suggestions, and asked the House to adopt the proposals generally in order that they could be discussed clause by clause by a Committee of the Dáil and any necessary alterations be made before they came into force.
The SPEAKER said that the idea was that a special Committee be appointed to go into the details of the scheme, and that the Ministry be empowered to adopt the proposals as if they had been adopted by the Dáil.
The motion was agreed to on these terms, and the following were then appointed a Special Committee to review the proposals and to submit them in their completed form to the Ministry—
Messrs. E.J. Duggan, F. Lawless, A. MacCabe, P.O. Maille, J. N. Dolan, B. O hUigin, R.M. Sweetman, and Sean Etchingham.
