REPORT OF THE DEPARTMENT OF LABOUR.

I propose the adoption of the Report of the Department of Labour.

I second.

I wish to put a few questions. I do not know whether I should have given notice or not. Arising out of the vote which we passed here of £1,000 to enable the Canal Commission to get working, I wonder would the Minister of Labour be able to give the Dáil any information as to the terms of reference that the Commission will have to work under?

Any questions like that will be answered by the Minister in turn at the end of the discussion on the Report.

The suggestions for terms of reference for a General Canal Commission are: "To enquire into and report on the utilisation for purposes of transport of the inland waterways of Ireland with particular regard to (1) The service rendered to the community at present; (2) Conditions and rates of employment incidental to their upkeep and operation; (3) The measures necessary to secure the maximum utility having due regard to (a) sound national economy, (b) the relation of the waterways to other forms of transport, (c) their functions in respect of Drainage Fisheries and Power.”
