Article 19 reads:—"All reports and publications of the Parliament/Oireachtas or of either House thereof shall be privileged, and utterances made in either House, wherever published, shall be privileged." I beg to move that formally. Reports and publications of the Parliament, and official reports and publications of the House itself, are referred to. That would not protect garbled or malicious accounts written by ordinary journalists of the proceedings of the Parliament.
