CONSTITUTION OF SAORSTAT EIREANN BILL (COMMITTEE). - ARTICLE 25.

The Right to Sit in Private.
"Sittings of each House of the Parliament/Oireachtas shall be public. In cases of special emergency, either House may hold a private sitting with the assent of two-thirds of the members present."

Mr. BLYTHE

I do not think it is necessary to say anything in support of this Article. It is desirable that there should be power to meet in private, but it is not desirable that that power should be used except on very special occasions, and I think that making the assent of two-thirds of the members necessary, and with the general feeling that there would be against private meetings, that that provides sufficient safeguards. I formally move the adoption of the Article.
