I beg to move Section 1.

I move Section 2. It deals with a sum of money, £14,099,174.

I move Section 3.

After the words "Bank of Ireland," the words "any advance" should read "may advance." That is a misprint. This clause was drawn in the same form as the corresponding clause originally inserted in the Bill which became the Appropriation Act. When that Bill was discussed exception was taken to the terms of the clause that was supposed to give special preference to the Bank of Ireland as compared with other banks, and as a result of the discussion an amendment was inserted last year in the appropriation Act setting out that the Minister for Finance may borrow from any person, and the Bank of Ireland may advance to the Minister for Finance, etc. I am advised that the word "person" and Banking Corporation" fulfil the same purpose. I think it is already explained, and it is understood now that the Bank of Ireland was created by an Act of the Irish Parliament of 1782. A section of that Act laid it down that the bank should not lend money to the Government except with the special authority of Parliament. For that reason it has since been necessary, in order to enable the Government to borrow money from the Bank of Ireland, that special mention should be made of the Bank of Ireland.
