CEISTEANNA—QUESTIONS. [ORAL ANSWERS.] - DUBLIN GUARDIANS AND LOCAL GOVERNMENT DEPARTMENT. ATTENDANT'S ELECTION.

asked the Minister for Local Government whether his attention has been called to the Press reports of the recent action of the Dublin Guardians in electing as lunatic attendant a man whom the Department of Local Government had several times refused to sanction; whether it is a fact as stated in the Press, that the Guardians have repeatedly flouted the authority of the Minister for Local Government in this matter, and, if so, whether he proposes to take any action in regard to it.

I have seen the Press reports referred to. The Dublin Guardians have persisted in electing, as a male Lunatic Attendant, a man whom the Ministry have refused to sanction because he had been dismissed, after Sworn Inquiry, from the post to which the Guardians have now elected him. Three or more elections have been held for the post, and notwithstanding the warnings of the Ministry and notice that the cost of advertising this post continually will be brought under the notice of the Ministry's Auditors, the Guardians have, by their action, prevented the filling of the post. Candidates for election who presented a certificate of having had a recognised course of training in Mental Nursing received little or no support. The Guardians have, in this matter, shown little consideration for the interests of the Insane Poor under their charge, and I am considering what can be done.
