COMMITTEE ON FINANCE. - CIVIC GUARD (ACQUISITION OF PREMISES) BILL, 1923. MONEY RESOLUTION.

The PRESIDENT

I beg to move the following resolution:—

"That, for the purpose of any Act of the present Session to provide for the compulsory acquisition of premises for the accommodation of members of the Civic Guard, it is expedient to authorise the payment out of moneys to be provided by the Oireachtas of any expenses authorised to be incurred:—

(a) For the payment of rent for such premises;

(b) for the payment of compensation to the occupier of such premises for disturbance;

(c) where the Commissioners of Public Works have carried out structural or other alterations, for the restoration of such premises on the termination of the tenancy to their original condition; or, in lieu of such restoration, for the payment of compensation for the reduction in the value of the premises consequent upon such alterations.”

There is just a small point that perhaps the Minister has overlooked, and it is whether, under this resolution, it will be competent for the Civic Guard to pay money in lieu of rates. I think it is customary to pay a sum in lieu of rates on acquired premises of that kind, and inasmuch as there is no general authorisation the present form of the resolution would not, I think, cover such payment. Whether that is an omission, or whether it is covered, or whether it is not necessary, I do not know, but I just wish to draw the Minister's attention to it.
