MESSAGE FROM SEANAD. - SLIGO LIGHTING AND ELECTRIC POWER BILL, 1924.

I take it that a non-contentious measure is a measure on which there will be no opposition by any party interested. The motion which I have to move is as follows:—

"That the Dáil concur with the Seanad in their Message communicated to the Dáil on the 1st day of May, 1924; that it is expedient that a Joint Committee of both Houses be appointed to consider the Sligo Lighting and Electric Power Bill, 1924."

In adopting this resolution it is not to be taken that the Dáil finally approves of the Bill. There will be plenty of opportunities later on, if members think that it is not a desirable Bill, for criticising the measure and for defeating it. It is absolutely necessary that the merits of the Bill should be put forward, but that cannot be done until the Committee Stage is reached.

Is there any opposition to this motion being taken?

Yes. I want to know something about Private Bills before I agree to a Second Reading. What may be non-contentious to private interests may be contentious to public interests.
