I regret to say that I am not in a position to ask the Dáil this evening to permit the introduction of this Bill. The reasons for this step I do not propose to give; I do not think they are necessary. I will, therefore, ask the leave of the Dáil to permit me to withdraw it. Within the next week or two I hope to have the Bill introduced.
