TRADE LOANS (GUARANTEE) (AMENDMENT) BILL, 1925—FIRST STAGE.

I ask leave to introduce the Trade Loans (Guarantee) (Amendment) Bill, 1925. The effect of the Bill is simply to extend the period of the Act, which expires some date towards the end of August this year, for another 12 months, and to make certain incidental and consequential changes necessary owing to the change of date.

Will it be possible under this Bill to make any amendment in the parent Act? For instance, I understand the parent Act prohibits advances to an individual—advances must be made to a company or association. Would an amendment of that kind be in order on this Bill, or is it merely a time Bill of one section and nothing else?

It is really a time Bill, but it is not a one section Bill. There are four or five sections in it. I cannot say whether such an amendment would be in order. That is not my province. But merely to reject the introduction of this Bill will not assist the Deputy. It will simply hold up the whole of the operations.

I am only anxious to know. Now that there are four or five sections in it, I think I may be able to slip in another.
