Vol. 13 No. 3

CEISTEANNA—QUESTIONS. ORAL ANSWERS. - SAORSTAT NATIONALS ABROAD.

asked the Minister for External Affairs whether the German Government prohibits citizens of Saorstát Eireann from obtaining or retaining employment in Germany, and if he will furnish particulars of any limitations placed by the Governments of Germany, France, Italy, Spain, Denmark, Holland, Belgium, Norway and Sweden on citizens of Saorstát Eireann desiring to reside in those countries.

There is no prohibition against citizens of the Saorstát obtaining or retaining employment in Germany, provided that they obtain permission from the local authority of the intended place of residence before entering Germany. Permission is granted or refused by the local authorities after a full examination in conjunction with the district authorities of the circumstances of each case.

The local authorities alone decide whether permission to reside without employment shall be granted. Registration with the police is compulsory in Germany for Germans and aliens alike.

In France, Holland and Italy, police registration alone is necessary for either residence or employment. In Belgium, manual workers, besides registering with the police, must obtain a permit to reside through their employer.

Similar information concerning Denmark, Norway, Spain and Sweden is not immediately available. It will be obtained and conveyed to the Deputy at the earliest possible date.
