IN COMMITTEE ON FINANCE. - MONEY RESOLUTION. — LOCAL AUTHORITIES (OFFICERS AND EMPLOYEES) BILL, 1926.

I move:—

Go bhfuil sé oiriúnach a údarú go níocfar amach as airgead a sholáthróidh an tOireachtas luach saothair Choimisinéirí na gCeapachán nAitiúil agus a n-oifigeach maraon le gach costas fé n-a raghfar ag na Coimisinéirí no ar aon tslí eile chun aon Acht do chur in éifeacht a rithfar sa tSiosón so chun Coimisiún do bhunú ar a mbeidh sé de chúram na daoine do thogha amach a bheidh le ceapa chun postanna i bhfostaíocht údarásanna áitiúla, agus chun forálacha eile do dhéanamh chun a chur in áirithe gur daoine oiriúnacha a ceapfar chun postanna den tsórt san, agus fós chun socrú fearr do dhéanamh chun dualgaisí daoine a bheidh i seilbh na bpost san, a gcur ar fionnraí, a gcur as oifig, agus coiníollacha eile a seirbhíse do rialú.

That it is expedient to authorise payment out of moneys provided by the Oireachtas of the remuneration of the Local Appointments Commissioners and their Officers and all expenses incurred by the Commissioners or otherwise in carrying into effect any Act of the present Session to establish a Commission charged with the duty of selecting the persons to be appointed to situations in the employment of local authorities, and to make other provisions for ensuring the appointment of suitable persons to such situations, and also to make better provision for controlling the duties, suspension, removal, and other conditions of service of persons holding such situations.

It is anticipated that when this Bill is in full operation, and all local employees to whom it could apply are brought within its provisions, the annual cost will not exceed £6,000 per annum. It is estimated that the fees payable by candidates going before the Selection Board and sitting at examinations will come to about £1,000 per annum, so that the total additional expenditure would not exceed £5,000. The Bill is not at present to apply to all local appointments to which it may afterwards be applied, and, if the scope of it were to remain somewhat limited, the expense of carrying out the Act would not be considerable.

Do I understand the Minister to indicate that the £6,000 which he refers to will only be the cost when the whole of the contemplated operations of the Act are in force?

That is so.
