TARIFF COMMISSION BILL, 1926—FIRST STAGE.

I desire to ask the Dáil to give permission to the Minister for Finance to introduce a Bill which is not on the Order Paper. It is the Tariff Commission Bill, 1926.

Permission granted.

I move to have printed and circulated a Bill entitled an Act to provide for the establishment of a Commission to advise and report to the Minister for Finance on proposals for the imposition, revocation, modification, or renewal of customs duties on the importation of goods into Saorstát Eireann, and to regulate the proceedings of such Commission, and for other matters connected therewith.

Leave granted; Bill read a First time.

I would like the Second Reading to be taken on Tuesday.

Does the Minister expect to get this Bill through this session? It is going to be a contentious measure, and Deputies require more than a couple of days to consider it.

What we will do with the Bill depends largely on the degree of enthusiasm and unanimity with which it will be received by the House.

Perhaps the Minister would leave the Second Reading over until Wednesday or Thursday? The Land Bill has been left over for a number of days.

I can understand a considerable period being allowed between Second Reading and Committee Stage, but I do not think there is any great need for a long interval between the introduction and the Second Reading.

We have not got this Bill yet. We have not as a party got an opportunity of discussing it. The Minister will admit that that is not a satisfactory position.

Will the Minister say when this Bill will be distributed?

To-morrow.

The Deputy will have the whole week-end to consider it.

And he can form a tariff group in conjunction with the beet sugar group he has already formed.

Could the Minister see his way to leave the Second Reading over until Wednesday? If we could have the Bill early to-morrow we would be in a position to judge.

The Bill will be distributed early to-morrow.

We will make an order for Tuesday for the Second Reading. The Deputy will probably have the Bill early to-morrow, and in any event I will allow him to raise the matter again after questions to-morrow.
