asked the Minister for Finance if he received an application for a pension under the Superannuation and Pensions Act, 1923, from Edward Coughlan, Bridge Street, Kilcormac, Offaly, and if he can now authorise payment of the amount due or state the reasons why he cannot do so.

The answer to the first part of the Deputy's question is in the affirmative. This application was received too late for the investigation by the Committee set up by the Government to inquire into resignations and dismissals of Royal Irish Constabulary. I have, however, considered the case carefully and am not satisfied that Mr. Coughlan's resignation from the Constabulary was caused by his national sympathies, and I am, therefore, unable to issue a certificate under Section 5 of the Superannuation and Pensions Act, 1923, which would render Mr. Coughlan eligible for a pension.
