BILLS FROM THE SEANAD. - CIRCUIT COURT APPEALS BILL, 1927—FROM THE SEANAD.

The Dáil went into Committee to consider the amendment from the Seanad to the Circuit Court Appeals Bill.
AMENDMENT.
In Section 1, sub-section (3) deleted and two new sub-sections substituted therefor as follows:—
"(3) Every person appointed to be a Commissioner for the purposes of this Act shall, while his office continues, hold his office by the like tenure as a Judge of the High Court holds his office and with the like right of resignation.
(4) The office of a Commissioner for the purposes of this Act shall cease when the purposes of this Act have been fully performed."

I move:—"That the amendment be agreed to." This amendment was inserted in the Seanad at my request, and it goes some way to meet the criticism which Deputy Johnson directed against the Bill when it was under consideration in the Dáil. It provides that these Commissioners, while appointed ad hoc to do specific work, will, while engaged on that work, have the tenure that ordinary judges of the High Court and the Supreme Court have, and when that work is completed they will, being functi officio, retire.

The Dáil went out of Committee.
Agreement with Seanad amendment reported.
Message ordered to be sent to the Seanad accordingly.
