APPROPRIATION BILL, 1927—SECOND STAGE.

I move the Second Reading of the Appropriation Bill. It is necessary, in view of the forthcoming Dissolution, so that the money which has been provided either by way of Supplementary Estimates before the beginning of the present financial year or voted on account, shall be appropriated to the various services for which it was voted.

I make the suggestion that instead of a Second Reading discussion on this, matters that might be raised can be better raised on Committee and that therefore the Second Reading as a matter of principle might be passed without any expense of time, if that would meet the views of the Minister.

I am quite agreeable.
