That a sum not exceeding £22,852 be granted to complete the sum necessary to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1928, for the Salaries and Expenses of the General Valuation and Boundary Survey under the Acts 15 and 16 Vict., c. 63; 17 Vict., c. 8; 17 Vict., c. 17; 20 and 21 Vict., c. 45; 22 and 23 Vict., c. 8; 23 Vict., c. 4; 27 and 28 Vict., c. 52; 37 and 38 Vict., c. 70; 61 and 62 Vict., c. 37; 19 of 1923 (Saorstát Eireann); and the Local Government (Application and Adaptation of Enactments) Order, 1925; including Estate Duty Valuation under the Finance (1909-10) Act, 1910.

There is very little change in this Vote. The increase under sub-head A is due to annual increments of salary and to an extra week's payment to the weekly wage-earners, there being fifty-three pay days in the present financial year instead of fifty-two. The travelling expenses are fixed at a figure which on the best estimation is what is required for the present year. The expenditure really depends on the location and the number of cases that are submitted to the Department, but in the past financial year the actual expenditure was a little under £4,700, so that it is thought that the sum set down will be sufficient. In the year previous it was just £37 over £4,800. The chief statutory duty of the Valuation Department is to carry out the revision of tenements if so requested by local authorities, and the rating authorities in each year supply lists indicating the provisions required. To carry out this work valuers are sent to every district, and an investigation is made in each case in which a revision is requested. When appeals are made against a valuation fixed, a further visit, in each case by a different valuer, is necessitated. If the appellant is dissatisfied with the result of that first appeal he proceeds to the Circuit Court, and a valuer is sent to the Court to give evidence. Valuations are carried out by the Valuation Department for Estate Duty purposes, and under the Rent Acts when revisions of valuations are made, on application to the Valuation Office the services of a valuation officer are obtained. The Appropriations-in-Aid consist principally of the fixed contributions that are paid by the various counties for the work of the Valuation Department.
