ORDUITHE AN LAE. ORDERS OF THE DAY. - VOTE 28—UNIVERSITIES AND COLLEGES.

I move:—

Go ndeontar suim ná raghaidh thar £76,500 chun slánuithe na suime is gá chun íoctha an Mhuirir a thiocfidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1928, chun Deontaísí i gCabhair do Chostaisí Fundúireachtaí Príomh-Scoile, maraon le Deontaisí fén Irish Universities Act, 1908, agus fén Acht Talmhan, 1923 agus fén Acht um Oideachas Phríomh-Scoile (Talmhaíocht agus Eolaíocht Déiríochta), 1926.

That a sum not exceeding £76,500 be granted to complete the sum necessary to defray the Charge which will come in course of payment during the years ending on the 31st day of March, 1928, for Grants in Aid of the Expenses of University Institutions, including Grants under the Irish Universities Act, 1908, and the Land Act, 1923, and the University Educational (Agriculture and Dairy Science) Act, 1926.

The provision in this year's Estimate will be the normal provision for some time to come. Originally the grants for the three colleges mainly concerned were University College, Dublin, £32,000; Cork College, £30,000; Galway College, £12,000. During and after the European War, with the fall in the value of money, additional grants had to be given. Last year a new arrangement was made, when the ordinary work of the College of Science was transferred to University College, Dublin, and the normal grant to University College, Dublin, was increased to £82,000. At the same time, the Cork grant was increased to £40,000. We were not at that time able to make any proposals in regard to Galway, but, subsequently, it was decided that the total annual grant to Galway should be £28,000. It was promised during the last Dáil that an Act would be passed fixing the amount of the income of Galway College in the same way as the income of the other two Colleges had been fixed. The amount under sub-head A is greater this year than last year, because the transfer of the College of Science was not effected until a certain number of months of the financial year had elapsed. Consequently, the grant given to University College, Dublin, last year was not a full year's grant. Part of the expense of running the College of Science before the transfer was paid out of the Science and Art Grant.
