CEISTEANNA—QUESTIONS. ORAL ANSWERS. - PROMOTION IN CIVIL SERVICE.

asked the Minister for Finance whether a decision was promulgated in May, 1926, debarring clerical officers from promotion to the Executive Grade in the Civil Service, and writing assistants and shorthand typists from promotion to the Clerical Grade for a period of two years; and, if so, whether the decision has now become inoperative.

In 1926 promotions to the Clerical and Junior Executive Grades were suspended. It was the intention to reconsider the matter at the end of two years. It is now due for reconsideration, but in this connection I would refer the Deputy to the answer I gave to him on this subject on the 25th April last.

In view of the grave discontent existing among the lower grade civil servants, would the Minister give consideration to the re-opening of those channels of promotion whereby clerical officers can be promoted to executive grades, and whereby writing assistants and shorthand-typists can be promoted to the clerical grades?

I have nothing to add to my first answer.
