CEISTEANNA—QUESTIONS. ORAL ANSWERS. - UNEMPLOYMENT BENEFIT CLAIM.

asked the Minister for Industry and Commerce whether he will state why unemployment benefit was refused to James Bourke, Adrigoole, Grange, Youghal, despite the fact that he had 78 stamps on his books.

A claim to unemployment benefit made by James Bourke on the 28th January, 1928, was disallowed by the insurance officer on the statutory ground that the claimant was not unemployed and unable to obtain suitable employment. The claimant appealed against this decision, which was finally upheld by the Umpire.

I am afraid this man was treated very unfairly. He was not in employment, as he could not get any employment. He had been working for the County Council and was compelled to stamp his card. Now, although he has 78 stamps on his card he is deprived of his benefit.

The case was very fully investigated and finally went to the Umpire, and his decision was against the claimant.

Is it not a rather ridiculous decision in the circumstances?
