Ceisteanna—Questions. Oral Answers. - Amendment of Section 63 and Fifth Schedule of Local Government Act, 1925.

asked the Minister for Local Government and Public Health whether he has received from the County Councils General Council recommendations for the amendment of Section 63 of the Local Government Act, 1925, and the Fifth Schedule thereto, relating to the payment of travelling expenses to members of certain local authorities and authorised Committees, and, if so, whether he purposes to introduce proposals for legislation to give effect to such recommendations, viz.:—(1) that payment of travelling expenses be allowed on the mileage to and from the place of meeting; (2) that the percentage of qualifying attendances be reduced from 75 per cent. to 50 per cent. of the total number of meetings held within the preceding six months; (3) that members who have not been members during the whole period of six months be qualified for payment of travelling expenses, provided that the member has attended the qualifying percentage of the total number of meetings held during his period of membership within the half-year; (4) that for the purpose of calculating the percentage of attendances of a member of a local authority at meetings of the local authority or of authorised Committees thereof attendance as the authorised representative of the local authority at a meeting of another body on a date synchronising with the date of a meeting of the local authority or authorised Committee should be deemed equivalent to attendance at that meeting of the local authority or authorised Committee; and (5) that where the calculation of the qualifying percentage of the total number of meetings held within any half-year results in a whole number and a fraction, attendance at the number of meetings represented by the whole number shall qualify the member for payment of travelling expenses.

The answer to the first part of the question is in the affirmative. As regards the remainder of the question I would refer the Deputy to my reply to a similar question on this matter on the 13th March last.
