In Committee on Finance. - Vote 34—District Court.

I move:—

Go ndeontar suim ná raghaidh thar £26,721 chun slánuithe na suime is gá chun íoctha an Mhuirir a thiocfidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1931, chun pé cuid de Thuarastail agus de Chostaisí na Cúirte Dúithche nách muirear ar an bPrímh-Chiste (Uimh. 10 de 1924, Ailt 70 agus 76; Uimh. 27 de 1926, Ailt 49 agus 50 agus Uimh. 15 de 1928, Alt 13).

That a sum not exceeding £26,721 be granted to complete the sum necessary to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1931, for such of the Salaries and Expenses of the District Court as are not charged on the Central Fund (No. 10 of 1924, Secs. 70 and 76; No. 27 of 1926, Secs. 49 and 50 and No. 15 of 1928, Sec. 13).

I venture to suggest that it would be well to discuss together the Votes for the District Court, the Circuit Court, the Supreme Court and High Court of Justice. There is really no alteration in the scale of salaries which are paid. Deputies will see there is no substantial variation from the costs of last year. I spoke rather fully in regard to the Supreme Court and the High Court of Justice and the other Courts last year, and I do not think I could very helpfully add to what I said on that occasion. The jurisdiction of the Courts, the number of judges, the places in which cases should be heard, and generally all matters dealing with the administration of the Courts are now under the consideration of a Committee, as the House knows, and pending the submission of the findings of that Committee I do not think any statement on my part would be very polite to the Committee, if I might put it that way. I will simply content myself with putting these Estimates generally to the House for consideration.

I quite agree with the Minister that until the Committee has concluded its deliberations and submitted its report to the House— I refer to the Committee dealing with the Courts of Justice Act—it would be better not to discuss these Votes, because the Committee is covering the whole ground comprised in the subject-matter of the three Votes.

I raised a question last year about the number of District Court Clerks, and whether they were established.

That matter has been under discussion between my Department and the Department of Finance. They will be established.
