As indicated in previous replies to similar questions the consideration of the arrangements for representation in future of views of civil servants on service matters has involved a number of points of difficulty which have been receiving my attention. Some of these are points which require consideration by the Executive Council, and arrangements for their submission to the Council are in progress. As soon as a decision on these points is available, I shall be in a position to make a statement on the general question.
