Public Business. - Civic Guard (Acquisition of Premises) (Amendment) Bill, 1930—Second Stage.

This Bill proposes to extend for another year the period during which the Board of Works may exercise the powers of compulsory acquisition of premises which were conferred on them by the Civic Guards (Acquisition of Premises) Act, 1923. The Board of Works are not yet in a position to supply for the Guards all the barrack accommodation which is necessary, but I might say that the powers which are conferred on the Board of Works by this Act are used only in very rare cases where the owner proves unreasonable, and in no case are the powers exercised where their imposition would cause any hardship to the owner or occupier. I move the Second Reading of the Bill.
