International Conventions. - Suppression of Obscene Publications.

I move:—

"Go gceaduíonn an Dáil an Convensiún Eadarnáisiúnta chun deire do chur le Scaipe Foillseachán Draosta agus leis an Trácht ionta, do sighníodh i nGeneva ar an 12adh lá de Mheán Fhomhair, 1923, agus dar leagadh cóip ar Bhord na Dála ar an 4adh lá de Mheitheamh, 1930, agus go molann don Ard-Chomhairle gach ní is gá do dhéanamh chun an Convensiún Eadarnáisiúnta san do dhaingniú.

That the Dáil approves of the International Convention for the Suppression of the Circulation of and Traffic in Obscene Publications, signed at Geneva on the 12th day of September, 1923, a copy of which was laid on the Table of the Dáil on the 4th day of June, 1930, and recommends the Executive Council to take the necessary steps to ratify the said International Convention."

Our legislation is quite in line with all that is required. Under the terms of a later Article (Article X.), the ratification of this involves the acceptance of the International Agreement of 4th May, 1910, which is referred to both in that Article and in Article VI. That particular Agreement is an administrative measure. It asks us to establish an authority charged with the duty of centralising information relating to or facilitating the tracing and repressing of acts constituting infringements of their municipal laws as to obscene writings, drawings, pictures or articles, etc., and supplying information tending to check the importation of publications; communicating the laws that already have been, or subsequently may be, enacted in that regard. We intend to establish the Department of Justice here as the authority for this purpose, and that Department has agreed to undertake the obligation. For the rest no new legislation will be necessary in order to carry out the obligations under this Convention.
