Ceisteanna—Questions. Oral Answers. - Saorstát Citizenship—Clarification of Article 3 of Constitution.

asked the Minister for Justice if it is intended to introduce proposals for legislation to clarify Article 3 of the Constitution of Saorstát Eireann; and, if so, when.

—The answer is in the affirmative. I am not in a position to state when a Bill will be introduced.

Perhaps the Minister could inform us in respect of children born since the 6th December, 1922, living in this State, of what State they are now nationals?

That is a matter which will have to be dealt with by legislation.

So these children have no nationality at present?

If the Deputy reads the Constitution he will see.

I fail to see it and people much more versed in the law than I am—people who know much more about it than I do—fail to see what nationality they are.
