Public Business. - Finance Bill, 1931—Money Resolution.

The Dáil went into Committee on Finance.

I move:—

"Chun críche Achta ar bith a rithfear sa tSiosón so chun diúitéthe áirithe de Chustuim agus Ioncum Dúithche, maraon le Mál, d'éileamh agus do ghearra, chun an dlí a bhaineann le Custuim agus Ioncum Dúithche, maraon le Mál, do leasú, agus chun tuille forálacha i dtaobh airgid do dhéanamh, go bhfuil sé oiriúnach a údarú—

(a) go gcuirfí mar mhuirear ar an bPrímh-Chiste no ar a thora fáis íocaíochta ar bith is gá do réir an Achta san d'íoc le Ciste na nIasachtaí Aitiúla.

(b) go n-íocfaí amach as airgead a sholáthróidh an tOireachtas suimeanna ar bith is iníoctha fén Acht san alos easnaimh ar bith i gCiste Iostán na Sclábhaithe maidir leis na crícheanna gur chúcha is gá an Ciste sin do chur do réir an Labourers (Ireland) Act, 1906.

That for the purposes of any Act of the present Session to charge and impose certain duties of Customs and Inland Revenue, including Excise, to amend the law relating to Customs and Inland Revenue, including Excise, and to make further provisions in connection with Finance, it is expedient to authorise—

(a) the charge upon the Central Fund or the growing produce thereof of any payments required by such Act to be made to the Local Loans Fund,

(b) the payment out of moneys provided by the Oireachtas of any sums payable under such Act in respect of any insufficiency of the Labourers' Cottages Fund for the purposes to which the said Fund is required to be applied by the Labourers (Ireland) Act, 1906."

These are necessary for the purpose of Sections 31 and 32. Heretofore the balance of the Local Loans Fund has been used for Exchequer purposes without interest being paid. It is intended in future to pay interest and this will enable it to be done. It is also proposed that moneys paid to the Labourers' Cottages Fund under various sections of statutes should be no longer paid under these particular sections, but should be paid as a lump sum.
