Owing to circumstances connected with the change of Government and the initiation of new policies, the preparation of the Estimates of Receipts and Expenditure for the current financial year is a matter of some difficulty. I hope, in any case, not to be much later than this time a year ago when the White Paper for 1931/32 was presented by my predecessor to the Dáil on the 29th April.
