Finance (Customs Duties) (No. 3) Bill, 1932—Second Stage.

This is a formal Bill to give sanction according to the usual procedure to the Financial Resolution which was passed in July last proposing a customs duty of 5/- per cwt. on flour imported into the Saorstát other than flour imported under license. I suggest that as this is a preliminary step discussion might usefully be deferred until the Bill embodying that scheme comes before the Dáil. That Bill will be circulated to-day or to-morrow. In the meantime it is necessary to get this Bill passed and I propose that we pass it through all its Stages to-day so that it can go to the Seanad in time to become law within the period fixed by the Constitution. This Bill will cease to operate when the main Cereals Bill comes into effect. Consequently it represents merely a temporary device to facilitate the development of our flour milling industry and to prevent forestalling before the main Bill comes into law.
