Ceisteanna—Questions Oral Answers. - Income of Unemployment Insurance Fund.

asked the Minister for Industry and Commerce if he will state for each calendar year, 1923 to 1931 inclusive, the actual income of the Unemployment Insurance Fund, giving also for those years in which contribution rates were lowered an estimate of what the income would have amounted to at the previous rates; and if he will state the income of the Fund, both actual and estimated in accordance with above, for the first nine months of 1932, and indicate what percentage of the full year's income in 1928, 1929, 1930 and 1931 is attributed to the first nine months in each of these years respectively.

The Actual Income of the Unemployment Fund for the Calendar Years 1923-1931 was as follows:—

* The years 1924 and 1925 include contributions by the Department of Defence under Section 7 of the Unemployment Insurance Act, 1923, and Section 4 of the Unemployment Insurance Act, 1924, amounting to £45,896 and £3,316 respectively.

+ Includes contributions by British Service Departments, under Section 41 of the Unemployment Insurance Act, 1920, amounting to £49,475.

As from the 5th January, 1931, the contribution rates were lowered in accordance with the provisions of the Unemployment Insurance Act, 1930, and it is estimated that the income of the Fund, had the rates remained as previously, would have been as follows for the year 1931:—

The actual income for the first 9 months of 1932 was £545,935 (contribution Income £382,555, State Grant £163,380), and it is estimated that had the rates remained as previously the income for the period would have amounted to £758,166 (contribution Income £559,120, State Grant £199,046).

The percentage of the full year's income in 1928, 1929, 1930 and 1931 attributed to the first nine months in each of these years, is as follows:—

asked the Minister for Industry and Commerce if he will state, approximately, to what extent the income of the Unemployment Insurance Fund has, year by year, since 1925 to date been increased owing to the better compliance with the Unemployment Insurance code; and if in any of these years such increase has been exceptionally great he will state the cause of such abnormal increase.

It has not been possible to compile the desired information in the time available since I received notice of the question. If the Deputy will repeat his question next week I hope to be in a position to reply.
