Private Business. - Merchant Shipping (Helm Orders) Bill, 1932—First Stage.

Leave granted to introduce a Bill entitled an Act to give effect to Article 41 of an international convention for the safety of life at sea, signed in London on the 31st day of May, 1929, and to amend the Merchant Shipping Acts, 1894 to 1921, in so far as is necessary to give effect to the said Article 41.—(Minister for Finance for Minister for Industry and Commerce.)

The Bill will be circulated this afternoon.

The Bill has been circulated. I am objecting to the procedure. It is a matter which may arise later. I would take it that without leave being granted by the House the Bill cannot be printed in this form.

The Deputy is very amusing in the role of "innocent abroad." But surely the Deputy knows that that has always been done.

I would like to have a precedent for that quoted to me.

The Ceann Comhairle is not at the moment in a position to quote a precedent.

I remember Bills being held up here and the House seriously inconvenienced because this procedure could not be adopted. This procedure is to-day being taken for the first time. I am not objecting to it but I want to know what is the authority for it.

The Ceann Comhairle could not be expected to quote precedents without some notice.

I must address you, sir, but I am obviously addressing my question elsewhere.

It has gone abegging.

Apparently I get nothing from the rebound and I will have to pursue this matter on the next Stage.
