I merely want to say this: In view of the Minister's admission that the Ministry does not stand for the depression of wages, will he consider the inadvisability of allowing a circular to remain in existence which, on behalf of the Government, states that the rate of wages should, if possible, be lower than the rate paid to agricultural labourers?
