Finance Bill, 1933—First Stage.

I move for leave to introduce a Bill entitled an Act to charge and impose certain duties of customs and inland revenue, including excise; to amend the law relating to customs and inland revenue, including excise, and to make further provisions in connection with finance.

Leave granted. Bill read a first time.

When is the next stage of the Bill to be taken?

On Tuesday.

When will the Bill be circulated?

To-morrow.

Is that definite?

I hope so.

If it is not circulated to-morrow, is it proposed to take the Second Stage on Tuesday?

Certainly.

I enter an objection to that. We want some sort of definite understanding—something more than "I hope so."

The substance of the Bill has, of course, been in the hands of Deputies.

There are other things to be discussed than those we have been dealing with.

On the Second Reading, it is usual to discuss only the general principle—whether the money is to be raised or not.

There is more than the general principle involved.

Deputies have had an opportunity of dealing with the matters in the Bill on the Committee Stage and Report Stage of the Financial Resolutions.

Can we have an undertaking that the Bill will be in our hands to-morrow morning or to-morrow evening?

I could not give an undertaking that the Bill will be in hands to-morrow evening?

Will the Minister mention an outside date—say, Monday morning?

Very good.
