I move:

Go ndeontar suim Bhreise ná raghaidh thar £10 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1934, chun Tuarastail agus Costaisí an Oireachtais, maraon le Deontas-i-gCabhair.

That a Supplementary sum not exceeding £10 be granted to defray the Charge which will come in course of payment during the year ending 31st March, 1934, for the Salaries and Expenses of the Oireachtas, including a Grant-in-Aid.

This Supplementary Estimate becomes necessary by reason of the fall that has taken place in the value of the pound sterling as compared with the value of the Swiss franc. In Estimate No. 2, in the original volume of Estimates, there was a sub-head which provided for a grant of £80 in aid of the Inter-Parliamentary Union, Saorstát Eireann Group. The original amount of this grant was fixed on the basis that it would be sufficient to defray the subscription payable by the Group to the Union. This subscription is of the order of 2,000 Swiss francs and when the grant was originally fixed, at the then current rates of exchange it was equivalent to £80 sterling or £80 Saorstát funds. Owing to changes which have taken place it is now found that £125 will be necessary in order to enable the Group to pay the sum of 2,000 Swiss francs. It was hoped at one time that the Group might be able to make up the difference out of its own funds. We found that it would not be possible to do this without imposing an undue strain upon the resources of the Group and, accordingly, the Dáil is now asked to pass a supplementary estimate for £10 to enable the subscription to be paid and to leave the Group with sufficient funds to carry on its normal function. It may have been noted that the deficiency in regard to the subscription was £45, but of the £45 we found it possible to make up a sum of £35 as a result of savings under other sub-heads of the estimate and it will only be necessary for the Dáil to vote a fresh sum of £10.
