Ceisteanna—Questions. Oral Answers. - Appointments to Civil Service.

asked the Minister for Finance if he can supply a return of the number of civil servants (other than reinstated members) that have been newly appointed "in the interests of the public service" by methods other than the ordinary competitive examinations in each of the following periods—(a) March, 1922 to March, 1932, (b) March, 1932 to March, 1933, (c) March, 1933 to date; and the departments to which such appointments were made.

I assume that the Deputy has in mind cases other than reinstatement cases in which the Civil Service Commissioners issued their certificate of qualification under Section 6 of the Civil Service Regulation Act, 1924, or that section as amended by Section 3 (2) of the Civil Service Regulation (Amendment) Act, 1926. The number of such cases in which certificates have been issued since the establishment of the Civil Service Commission on 30th August, 1923, is 43. Certificates were issued in 38 of these cases in the period up to 31st March, 1932, in two cases in the period 1st April, 1932, to 31st March, 1933, and in three cases in the period 1st April, 1933, to date.

Of the 38 officers certificated in the period up to the 31st March, 1932—

8 were assigned to the Department of Defence.

4 were assigned to the Department of External Affairs.

4 were assigned to the Office of the Revenue Commissioners.

3 were assigned to the Department of Education.

3 were assigned to the Department of Industry and Commerce.

3 were assigned to the Department of Justice.

2 were assigned to the Department of Local Government and Public Health.

2 were assigned to the Department of the President.

2 were assigned to the Attorney-General's Office.

2 were assigned to the Office of Public Works.

2 were assigned to the Stationery Office.

1 was assigned to the National Health Insurance Commission.

1 was assigned to the Ordnance Survey.

1 was assigned to the Department of Agriculture.

One of the two officers certificated in the period 1st April, 1932, to 31st March, 1933, was assigned to the Department of External Affairs and one to the Office of Public Works.

Two of the three officers certificated in the period 1st April, 1933, to date, were assigned to the Department of Industry and Commerce and the third was assigned to the Department of Agriculture.
