Constitution (Amendment No. 23) Bill, 1934—Report.

Question proposed: "That the Bill be received for final consideration."

While nothing may be usefully said perhaps on the Report Stage, we desire to oppose the Report Stage and to challenge a division on it.

Might I ask a question of the Vice-President arising out of his speech on the Committee Stage of the Bill? It was put to him that the opinions expressed on the subject matter of the Bill might be discussed at a conference representative of all parties in the House. He expressed his sympathy with that, and said it was a proposal deserving of consideration. I should like to know if he has been able to give the matter consideration and if he can give the House any information on that proposal now.

I do not know that the answer I gave to Deputy Rowlette intended that I would give consideration to the question of asking a Committee of the House to consider this Bill. My recollection is that in the course of his speech the Deputy suggested that the matter was one—I do not want to misrepresent the Deputy—on which cooperation should be sought, and that certainly such a request would be readily acceded to by the Deputy himself and some of his colleagues. I said it was a very proper kind of offer to make, but I do not think I went further than that.

I think the Minister said that it would receive consideration. I understood him to say that the proposal should receive consideration and that he intended to give it that consideration.

I hope I do not misrepresent the Deputy, but I did not intend to suggest that I would receive a suggestion of that kind for consideration at this stage.

When is it proposed to take the Fifth Stage?

May I suggest Wednesday? One University Professor who very seldom absents himself is unwell. I ask, therefore, that the Fifth Stage be taken on Wednesday.
