Vol. 55 No. 4

Ceisteanna—Questions. Oral Answers. - Dismissal of Sligo Ship Inspector.

asked the Minister for Agriculture if he will state (a) under what authority was Sidney Gallagher, late ship inspector at Sligo, dismissed from his position; (b) why he was dismissed; (c) was he dismissed for political reasons; (d) if so, was he aware of the regulations dealing with political activities under which he was dismissed; (e) whether he was given an opportunity of answering any charge that was preferred against him; (f) whether his answer was considered unsatisfactory, and, if so, why; and (g) whether his previous conduct in the service was satisfactory.

Dr. Ryan

Mr. Gallagher was dismissed by my direction because of an infringement of the regulation which forbids civil servants from active participation in political matters. He was aware of the regulation and was given an opportunity of submitting any statement he wished to make in explanation of his action. I did not regard his explanation as satisfactory. As to his previous conduct, he was reprimanded in July, 1930, and again in December, 1932, for neglect of duty. He was also warned in December, 1932, as to the need for complying with the regulation forbidding Government employees from taking part in politics. Otherwise, his record was satisfactory.

With regard to the latter portion of my question, I should like to know whether the service of this man, apart from his interference in politics, was so very good as to warrant special consideration in his case?

Dr. Ryan

No. I think I have stated what his previous record was.
