Order of Business.

Will the Minister tell us when the Insurance Bill is likely to be taken, and can he give us any outline of the procedure?

I understand that the Insurance Bill will be taken to-morrow.

Will the amendments be considered in the rotation in which they appear on the Paper?

I understand that after consultation it was decided that only Government amendments would be taken to-morrow, and that the Bill would then be recommitted.

Do I understand the arrangement is that Government amendments are to be taken to-morrow, and that the Bill will then be recommitted?

There will be discussion on the Government amendments to-morrow?

The Chair has been informed that only the Government amendments will be taken to-morrow. Those amendments may be discussed, as the sections will have to be put. A full Committee Stage will be given later.

I was really only looking for information as to whether the agreement is more or less the same as that in regard to the Courts of Justice Bill. It is slightly different, I understand, because we had practically no discussion on the Courts of Justice Bill. I want to make quite sure whether this is the same or not?

The Minister would have to give that information.

I will fall in with any arrangement which recommends itself to the House.

A more satisfactory arrangement would be that the Government amendments would be dealt with; that they would be explained by the Minister, but not necessarily discussed in the complete way that they would be discussed if they were being finally dealt with; that, although the purpose of having this Committee Stage is simply to get the Bill reprinted, in the process of going through the present Committee Stage the Minister would be given an opportunity of explaining the changes involved in his amendments; that comment by other Parties in the House would not necessarily be completely out of place, but that the comment which would be made on them would not be the comment which would be made if they were being finally discussed.

The Committee Stage will not be taken until after Easter?

The Second Committee Stage will not be taken until after Easter.

When the recommittal is taking place, would it be out of order at that stage to move the rejection of a section, or are sections supposed to have been passed on the First Committee Stage?

On the Second Committee Stage Deputies will be entitled to move the rejection of a section. The Second will be a full Committee Stage.

I should like it to be clear that, while there may be sections and amendments dealt with to-morrow to which we would very definitely object, we do not propose to object to them in to-morrow's Committee meeting, as we are taking it that to-morrow's Committee meeting is just for the purpose of arranging the reprinting of the Bill.

In other words, the sections will be agreed to to-morrow (pro forma).
