Vol. 65 No. 9

Ceisteanna—Questions. Oral Answers. - Widows' and Orphans' Pensions Claims.

asked the Minister for Local Government and Public Health if he will state (a) the number of claims for widows' pensions, and (b) the number of claims for orphans' pensions received by him under the Widows' and Orphans' Pensions Act up to the first Friday in January, 1937; whether he will state further in respect of (a) childless widows, (b) widows with dependent children, and (c) orphans, the number of persons in receipt of pensions on the first Friday in January, 1937; whether he will state in respect of childless widows the average weekly rate of pension payable, and in respect of widows with dependent children the average number of such dependent children in respect of whom allowances are payable and the average weekly amounts, including the children's allowances payable to such widows, and whether in respect of the orphans he will state the number of such orphans being maintained by guardians and the number maintained in institutions, and the average weekly payment in each case.

The number of claims for widows' pensions under the Widows' and Orphans' Pensions Act received up to the first Friday in January, 1937, was 27,745, and the number of claims for orphans' pensions was 925.

On the first Friday in January, 1937, the number of persons in receipt of pensions was as follows:—8,623 childless widows; 5,739 widows with dependent children, and 571 orphans.

The average weekly rate of pension payable to childless widows was 5/-. The average number of dependent children of widows with dependent children was 2.3. The average weekly rate of pension payable to widows with dependent children (including the allowances payable to respect of such children) was 9/10.

The number of orphans being maintained by guardians was 550, and the average weekly payment per orphan was 3/-. The number of orphans being maintained in institutions was 21, and the average weekly payment per orphan was 2/7.

asked the Minister for Local Government and Public Health if he will state the number of claims for widows' pensions which were disallowed on the grounds that the claimant's husband did not have an insurance status at the date of his death, and further whether he will state the number of such claimants who apart from the absence of insurance status on the part of their husbands satisfied the other statutory conditions prescribed in the Act.

The number of claims for widows' pensions that were rejected up to the 31st January, 1937, because the claimant's husband did not have insurance status at the date of his death was 4,050.

It is not possible to state the number of the above claimants that satisfied the other conditions prescribed in the Act, as no further investigations were made when title to pension could not be established.

asked the Minister for Local Government and Public Health whether he will state in respect of each county board of health district, urban district and county borough (a) the number of widows' pensions and (b) the number of orphans' pensions payable through the Widows' and Orphans' Pensions Act and the total sum payable weekly in respect of (a) widows' pensions and (b) orphans' pensions.

Statistics as required in the question are not available for county board of health districts or urban districts. A table showing the numbers and amounts for the areas set out in the Widows' and Orphans' Pensions Act, viz., (1) each county borough and the Borough of Dun Laoghaire, (2) each urban district with a population exceeding 7,000, (3) the remaining areas in each county, will be printed in the Official Report.

Following is the table:—

Statement showing the number and total weekly value of Widows' and Orphans' Pensions payable as at the 31st January, 1937; (1) in each County Borough and the Borough of Dún Laoghaire; (2) in each Urban District with a population exceeding 7,000; (3) in the remaining areas of each County.
