Control of Imports Orders—Motions of Approval. - Quota Orders Nos. 12, 13, 14 and 15.

I think it will be found convenient to take Orders 12, 13, 14 and 15 together, as they relate to the same thing. I move: "That the Dáil approve of the following quota orders":—

That Dáil Eireann hereby approves of Control of Imports (Quota No. 15) (Amendment) Order, 1937, made on the 24th day of August, 1937, by the Executive Council under the Control of Imports Acts, 1934 and 1937.

That Dáil Eireann hereby approves of Control of Imports (Quota No. 14) (Amendment) Order, 1937, made on the 24th day of August, 1937, by the Executive Council under the Control of Imports Acts, 1934 and 1937.

That Dáil Eireann hereby approves of Control of Imports (Quota No. 2) (Amendment No. 2) Order, 1937, made on the 24th day of August, 1937, by the Executive Council under the Control of Imports Acts, 1934 and 1937.

That Dáil Eireann hereby approves of Control of Imports (Quota No. 1) (Amendment No. 4) Order, 1937, made on the 24th day of August, 1937, by the Executive Council under the Control of Imports Acts, 1934 and 1937.

Quota Order No. 15 relates to inner tubes for cycles and motor cycles. Quota Order No. 14 relates to inner tubes for motor cars. Quota Order No. 12 relates to covers for cycles and motor cycles and Quota Order No. 11 to outer covers for motor cars. Deputies will remember that we amended these orders more than once. When the production of these goods was commenced here a quota order was made which operated to restrict imports of the sizes then produced at Cork. As the Cork factory went into production and started the production of other sizes the quota order was amended so as to bring other sizes within the quota. Now we propose to make these quota orders apply to all these goods, irrespective of size. It is desirable to do that because, by various devices, some people might import, as they have succeeded in importing tyres, but not to a great extent, and also because we have what we had not in previous orders, power to impose certain conditions in licences, to ensure that these licences are not, in fact, used to import sizes or classes of tyres that cannot be procured at home. Our difficulty in the past was that when a quota was made, and licences issued, these licences could be used to import any goods of the description to which the quota order applied, irrespective of whether they were made here or not. We have amended the Act to impose certain conditions. It is much better to facilitate the importation of a few odd sizes and designs of tyres, not made here, and the issue of licences in relation to these, rather than have a general quota which might be used to import any size of tyre. We made the order to apply to all sizes of tyres, and the quota will be fixed at such a figure, in each case, as we consider necessary, to enable whatever requirements in unusual sizes are likely to arise, when the licence will be issued.
